Telecommunication Expert Voting Results

The Government of Burkina Faso has asked the United Nations to ensure the support of partners during the electoral process in Burkina Faso and Legislative and Municipal elections planned to take place in December 2012. The project to support the electoral process for this purpose should be made to the INEC and other institutions involved in Burkina Faso, technical quality in all operations necessary for the proper conduct of the electoral process in order to ensure the efficiency, transparency, credibility and security.
To enable the Project Management Unit to effectively support the INEC for its task, UNDP recruited an expert in Telecommunication.

Duties and Responsibilities
Under the authority of the Country Director and under the general supervision of the Chief Technical Advisor (CTA) and direct the Chairman of the INEC, the incumbent is responsible to implement in their area of ​​expertise tasks and actions contributing to the mission the PMU as defined in its terms of reference.
The main tasks of its obligations are as follows:
A study for the establishment of a platform for telecommunication secure electronic transmission and storage of electoral data;
Determine the platform telecommunications identifier (qualitatively and quantitatively) needs human and material resources for its operationalization;
Determine the advantages and disadvantages of transmission of electoral data electronically and offer a solution;
Develop a Manual for all users and employees of the platform;
Prepare the terms of reference and terms of reference for the development of a (s) software (s) for the collection, processing and transmission of voting results;
Prepare the terms of reference and terms of reference for the development of applications management database for voting results;
Contribute to the drafting of terms of reference and constitution of the documentation necessary acquisitions;
Propose a timetable for the operationalization of the platform;
Run, at the request of CTP, any other task within the remit of the mandate of the project and the PMU.

Required Skills and Experience
Education:

BAC +5, preferably in computer science or telecommunications or equivalent;
Good knowledge of computer networks and databases donnéesBonne proficient computer skills (MS-Office: Windows, Word, Excel ...).
Experience:
Proven experience in collection, processing and transmission of electoral data.
Language Requirements:
Perfect mastery of the French language, both written and oral, is essential. A strong working knowledge of English is also required for proper interaction with partners.

A technical proposal:
Explanatory note on the understanding of the TOR and the reasons for the application
Brief overview of the methodological approach and organization of the proposed mission.
Financial proposal:
Lump sum contract
The financial proposal should indicate the total amount / total lump sum.
UNDP to assist in the comparison of bids, each financial proposal will include a breakdown of the lump sum, including: The consultant's fees, per diem X number of days planned).
